There are two other entities providing affordable units for sale in and near Park City:

Habitat for Humanity (HFH)

Habitat for Humanity, of Summit and Wasatch Counties, is a nonprofit housing organization that builds and sells modest homes to low-income families at no interest. Home construction is kept affordable through partnerships with many community partners for donated labor and materials. HFH also provides in-house very-low or no-interest mortgage financing.  Volunteers work side-by-side with recipient families, who invest hundreds of hours of "sweat equity" into their homes and the homes of others. Mountainlands Community Housing Trust (MCHT)

Mountainlands Community Housing Trust believes that a safe affordable home is often a family’s first step toward economic self-sufficiency. MCHT addresses the dual problems of housing affordability and availability on three fronts: acquisition and new construction of affordable housing, direct assistance in securing housing and needed basic services, and education and advocacy to promote housing policy.  MCHT maintains 22 owner-occupied, deed restricted units at 555 Deer Valley Drive.  They also manage a clearinghouse of information about affordable rental properties throughout the area. Housing Resource Center

The Christian Center of Park City provides emergency food assistance, social services and other basic needs assistance. Contact: 435-649-2260 | admin@ccofpc.org | ccofpc.org.

Annual rent increases for existing projects are based on Consumer Price Index (CPI) adjustments in April of each year. The City publishes the percentage of increase on this page.

The current Payment In Lieu of Development fee is $400,500 per affordable unit equivalent.

The following groups may assist in finding an affordable or attainable rental unit in Park City. Please be aware that these agencies may have different qualification and application processes than Park City Municipal: 

  1.  Mountain Mediation offers bi-monthly renting information consults for local tenants and landlords. The free, 15-minute consultations are an opportunity for tenants and landlords to talk to a housing attorney about renting, including lease renewals/terminations and lease terms. Also, Mountain Mediation provides Renting Information Videos which are a solid foundation of useful information on renting. Mountain Mediation consultations allow participants to ask more targeted questions to gain a better understanding of their rights and responsibilities under state law.
  2. Mountainlands Community Housing Trust maintains information about affordable rental units. Contact: 435-647-9719. | mcht@housinghelp.org | housinghelp.org.
  3. Housing Connect manages the distribution of Housing Choice Program (formerly known as Section 8) rental vouchers in Summit County. Contact: 801-284-4400. | info@housingconnect.org | housingconnect.org.
  4. The Utah Department of Workforce Services maintains a database of affordable rental housing statewide.

All applicants required to fulfill and submit a Housing Obligation must complete and submit the following documents as part of their application:

  1. Housing Obligation Compliance Form
  2. Housing Mitigation Excel Workbook

Applicants must complete the Housing Obligation Compliance Form in full and provide all required information for staff compliance review.

Applicants must also complete the Housing Mitigation Excel Workbook for the proposed development. The workbook automates the calculation of the applicable Housing Obligation. Only the cells highlighted in blue are to be completed by the applicant. The completed workbook must be submitted in Excel format with the application for staff review.

Applicability

These shall standards apply to all new Housing and Commercial Development created under Title 15, Chapter 6 Master Planned Developments, and Title 15, Chapter 8 Annexation, of the Park City Land Management Code. These standards shall apply to prior agreements on density or configuration unless specifically addressed within Development Agreements.

Community workforce housing has been an issue in Park City since the early 1990s. In 1993, Park City adopted its first set of housing policies defining incentives to create and preserve affordable housing.
