City Manager

The City Manager is the chief executive officer appointed by the Mayor and City Council to oversee the day-to-day operations of Park City Municipal, implement City Council policies, manage municipal services, and lead the City's professional staff. The Executive Office provides strategic leadership and administrative support across all City teams, coordinating major initiatives, organizational priorities, and municipal operations to ensure the effective delivery of public services.

City Managers

Adam Lenhard, City Manager

Adam Lenhard was appointed Park City's City Manager in March 2026 and serves as the City's chief administrative officer, providing strategic leadership across all municipal operations. He works closely with the Mayor and City Council to implement policy direction, oversee City departments, and ensure the effective delivery of high-quality public services. Adam brings extensive executive local government experience to Park City, having previously served as City Manager for St. George and Clearfield. He holds a B.S. in Land Use Planning and Management and a Master of Public Administration. Adam is committed to building a high-performing organization that delivers exceptional service, fosters collaboration, and thoughtfully plans for Park City's long-term future. Jodi Emery, Deputy City Manager

Jodi joined team Park City as Deputy City Manager in April 2025, where she oversees internal operations such as Finance, Human Resources, Information Technology, and Trails and Open Space. A Park City native, Jodi brings a broad leadership background spanning higher education, non-profit management, and strategic planning. Before joining the City, she served as Associate Dean for Administrative Operations at the University of Utah’s University Connected Learning division. She holds a B.A. in Communication and a Master of Public Administration from the University of Utah. With a commitment to responsive service and operational excellence, Jodi is focused on strengthening internal systems and supporting a high-performing, community-centered organization.

Heather Sneddon, Deputy City Manager

Heather Sneddon joined Park City as a Deputy City Manager in April 2025 and oversees the City’s Housing and Economic Development, Planning, and Engineering teams. She brings over 23 years of legal and real estate experience to the role, with a background in complex litigation, land use, and multi-faceted real estate transactions. Prior to joining Park City, Heather served as a partner and president at the Salt Lake City law firm Anderson & Karrenberg and later worked in residential real estate. She holds a J.D. from the University of Utah’s S.J. Quinney College of Law. Heather is passionate about collaborative problem-solving and driving community-centered outcomes.
