Reduce traffic congestion and double parking on and around Main Street, and improve safety and access.

Program Outline

City Council strives to increase safety, reduce congestion, and promote alternative modes of transportation while maintaining access to Main Street businesses.

The DLS program is for Ground Transportation companies, including lodging shuttles, for-hire taxis, and TNCs. The program is intended to be year-round, and we continue to evaluate seasonally. The program may be suspended for events and other unforeseen circumstances.

DLS Permit Areas

All For-Hire/Ground Transportation vehicles wishing to drop off and pick up on Main Street between the hours of 5 p.m.-midnight, must have a paid DLS permit. Zones are identified with paint and signage on the east and west sides of the street.

Before 5 p.m., zones are available for 15-minute parking for all users, no permit required. From 5 p.m.-midnight, the zones will be drop and load only unless otherwise marked.

Free DLS Zones

Free DLS Zones are available for ground transportation vehicles to use on Swede Alley and lower Main Street; these zones do not require a DLS permit. Oversized vehicles are prohibited on Main Street unless they obtain a Special Use of Parking Permit through the Parking Services Department.

Free Zones:

  1. Swede Alley - Bob Wells Plaza south of 5th Street - no staging allowed.
  2. 9th Street Turnaround*
  3. Brew Pub Parking Lot*
  4. Swede Alley - parallel parking in front of KPCW* (oversized vehicles; 22,000 lbs/35’ park here) - do not park on the Post Office curb, parking spaces, or property.

*Staging is allowed in these zones after 10 p.m.

How to Purchase a Permit

  • Online: Fill out an application here. Parking staff will contact you to provide payment and will mail your permit(s). You will need a copy of your current business license and a copy of your insurance certificate(s) that includes vehicle VIN number(s).
  • Pay the per vehicle fee ($200 annually).
  • In-Person: If you prefer to purchase a permit in person, please schedule an appointment by emailing pcparking@parkcity.gov.

A For-Hire/Ground Transportation or equivalent license is required to purchase a permit. The following will suffice:

  1. Park City Municipal For-Hire Ground Transportation License
  2. A ground transportation license from another jurisdiction that has similar code requirements
  3. A contract with a TNC company
  4. A hotel or similar organization with an existing business license
  5. Current, valid drivers license

The free staging areas on Swede Alley, Brew Pub and 9th Street can be utilized for pick up and drop off without needing a permit.
Yes, the current parking enforcement best practice is a short drop and load allowance. Anyone in a paid parking spot for more than a few minutes can expect a parking ticket.
The Park City Police Department and Parking Department will increase enforcement on Main Street. If commercial vehicles are double parked in the street to drop off or pick up passengers, they can receive a moving violation. If vehicles are using the DLS zones without a permit, the Parking Department can issue a parking ticket (per the revised City Code in Title 9).
The previous For-Hire Business License and associated sticker required to operate in Park City has been eliminated. A DLS permit is a parking permit, not a business license, you must show proof of some type of For-Hire/Ground Transportation business license from Park City; an equivalent license from another Utah city or county, or a TNC contract in order to obtain a DLS permit.
