Sara works to research and develop new innovative policies and programs to support Park City's housing goals and initiatives, including identifying funding sources for new programs. She manages mixed-use and public-private partnership projects on behalf of Park City. Also, she is responsible for the Housing Department procurement including requests for statements of qualifications (RSOQ), request for proposals (RFP), and contracts.

Rhoda enacts all programs that have been developed to support Park City's housing goals and initiatives, she also manages large projects to develop affordable housing. Rhoda monitors housing compliance programs to ensure compliance with deed restrictions, city ordinances, and regulations related to affordable housing. Additionally, Rhoda coordinates sales and resales of affordable housing units in Park City and maintains the waitlist for affordable housing sales and resales. She also oversees the City's Employee Housing Program.
