I, Michelle Kellogg, City Recorder and Election Official for the City of Park City, do hereby certify that the following individuals have met the qualifications to be candidates in the 2025 Municipal Election (as they will appear on the ballot):

Park City will elect a mayor and two city council members during the 2025 Municipal Election, which will be held November 4, 2025. Pursuant to state law, a Primary Election for the council seats will be held on August 12, 2025, since more than twice the number of candidates filed than are to be elected.
The mayor and each council member will serve a term of four (4) years. Currently holding the open mayoral seat is Nann Worel and the two open council seats are held by Tana Toly and Jeremy Rubell.
Qualifications to be a candidate are:
- Be a registered voter;
- Be a resident of Park City or a resident of a recently annexed area of Park City for at least 12 consecutive months immediately preceding the date of the election;
- Maintain a principal place of residence within the municipality during the officer’s term of office;
- In accordance with Utah Constitution Article IV, Section 6, any mentally incompetent person, any person convicted of a felony, or any person convicted of treason or a crime against the elective franchise may not hold office in this state until their right to hold elected office is restored; and
- Pay the filing fee of $100 for Council or $150 for Mayor; or collect 100 signatures from Park City registered voters.

Vote by Mail
Public Notice is hereby given that the Primary Election will be entirely by mail. There will be drop boxes set up at locations listed below, and ballots can be deposited at any location on or before Election Day, August 12, 2025, at 8:00 p.m. If voters mail their ballots, the ballots need to be received by the County Clerk on August 12, 2025, in order to be counted for the Primary Election.

- Summit County Library (Coalville) - 82 North 50 East, Coalville

In-Person Early Voting Locations for the Municipal Primary Election
- Park City Hall 3rd Floor East Conference Room, 445 Marsac Avenue, Park City
- August 6-9, 8:00 a.m. - 1:00 p.m.
- Summit County Courthouse, Clerk's Office, 60 North Main St., Coalville
- August 6-8, 8:00 a.m.-4:00 p.m. and August 9, 8:00 a.m.-1:00 p.m.
These voting locations have ballot-marking devices with accessible features.
Primary Election Day Voting Location
Vote centers will be open on Election Day - August 12, 2025, from 7:00 a.m.-8:00 p.m. in the Park City Hall East Conference Room, Summit County Library in Kamas, and Coalville City Hall. Those who need to register to vote, have lost their ballots, or did not receive their ballots may come to vote.
There will be ballot marking devices with accessible features at the vote center. All votes will be cast on paper and deposited into the drop boxes or mailed, and they’ll be processed at the Summit County Building. If two ballots from the same voter are received, only the first ballot scanned will count, and the other ballot will be rejected.
To qualify to vote, a person must be 18 years old on or before November 4, 2025, be a United States citizen, and a resident of Park City Municipal for at least 30 days prior to August 12, 2025.
